The second phase of the gradual lifting of restrictions will start this Friday, 18 June, according to the COVID-19 Qatar National Response Plan of the government.

The plan was divided into four phases, with the first phase having been implemented last 28 May. The Ministry of Public Health earlier said that the implementation of the succeeding phases will be determined based on pre-defined criteria and consideration of wider factors. The order of the lifting of restrictions will reflect the balance between the continuing protection of the public and the restoration of social and economic life.

The decision to move from one phase to the next is determined by the following:
  • All key performance indicators are within their respective target values.
  • Compliance to COVID Precautionary Measures (e.g. adherence to physical distancing) is achieved.
  • At least three weeks have passed since the last lifting of restrictions (to allow two weeks of data analysis).
  • Between phases, a stringent process of monitor-review-adapt is conducted.
  • Any earlier lifting of restrictions would require additional counter-measures and preparedness.​

According to the previous announcement of the government, here are the directives included in the second phase of the plan. Please note that these are subject to change and are updated following the official announcements of the authorities.


Social gatherings

Indoors:

  • No more than 10 vaccinated people
  • No more than five unvaccinated or mixed groups

Outdoors:

  • No more than 20 vaccinated people
  • No more than 10 unvaccinated or mixed groups

Mosques

  • Mosques are open for daily prayers and Friday prayers
  • Children under 10 are not allowed in mosques
  • Toilets and ablution facilities remain closed

Weddings

  • Hotels and wedding venues are allowed with no more than 40 people and 75% of attendees must be vaccinated

Maritime transport

  • Private boats, boat rentals and tourist boats will be allowed
  • Up to 15 vaccinated people or up to three unvaccinated people allowed
  • All boat workers must be vaccinated

Public transport (e.g. metro and buses)

  • All public transport will operate at 30% capacity
  • Smoking areas will remain closed
  • Food outlets will be subject to the same rules as restaurants and cafes

Driving schools

  • Driving schools will continue operating at 30% capacity
  • Only vaccinated employees will be allowed to administer lessons

Parks, corniche and beaches

  • Groups of up to 10 people are allowed
  • Private beaches to operate at up to 40% capacity

Sports teams training

  • Training is allowed for MoPH-approved local and international tournaments
  • Sports training for professionals allowed indoors and outdoors
  • Amateur training: 20 vaccinated people outdoors; 10 vaccinated people indoors

Local and international sporting events

  • Select sporting events to be allowed
  • Fans allowed outdoors at 30% capacity (provided that at least 75% are vaccinated)
  • Vaccinated fans allowed indoors at up to 20% capacity

Education

  • Blended learning (at maximum 30% capacity)

Special needs centres

  • 1:5 educational sessions only (vaccinated trainers)

Private educational centres and training centres

  • 30% capacity (vaccinated trainers)

Nurseries and childcare facilities

  • Resume operation at 30% capacity (vaccinated employees)

Workplaces

  • 80% capacity in the workplace
  • Essential business meetings for a maximum of 15 people allowed (including five non-vaccinated people)

Exhibitions, conferences and other events

  • Allow select exhibitions, conferences and fairs with a capacity of 30% following a risk assessment and approval of MoPH

Museums and public libraries

  • 50% capacity

Shopping Centres

  • Increase capacity to 50%
  • Operating food courts at 30% capacity
  • Opening mosques and toilets
  • Exclusively for those above 12 years old

Traditional markets

  • Allow capacity at 50%
  • Exclusively for those above 12 years old

Wholesale markets

  • Capacity at 50%
  • Exclusively for those above 12 years old

Restaurants and cafes

  • Allowing outdoor dining at 40% capacity
  • Allowing indoor dining at 30% capacity for ‘Clean Qatar’ certified restaurants for vaccinated customers only

Cinemas and theatres

  • Opening cinemas and theatres at 30% capacity for fully vaccinated people, exclusively for those above 12 years old

Hospitality and cleaning services

  • At home: vaccinated employees can provide services for more than one home and services can be provided by more than one vaccinated individuals
  • At work: vaccinated employees can provide services at 50% capacity during working hours

Gyms, training clubs and spas

  • Allowing operation at 40% for vaccinated customers only
  • All employees should be vaccinated

Barbershops and beauty salons

  • Allow operation at 30% capacity
  • Customers and employees vaccinated

Swimming pools and waterparks

  • Operating outdoor pools at 30%
  • Operating indoor pools at 20% for those who are vaccinated only

Amusement parks and entertainment centres

  • Outdoors at 30% capacity
  • Indoors at 20% capacity
  • 75% of customers to be vaccinated
